They're handy little portable tripods for mounting cameras to railings or other surfaces (but I tend to find myself making use of hand railings more often than not). On a bridge or balcony, it can be easier than lugging a large expensive tripod to set up.
It does take a little while to make sure everything is fixed securely and level; but for something that fits in my pocket and stabilises a point 'n shoot camera (particularly with a self-timer), it's great.
Many local camera stores here stock them. Mine is the "Original" - you could also get suction cup accessories to attach them to phone cameras and the like.
